E. N. KIPRINA. RECREATIONAL NEEDS OF THE POPULATION AS A FACTOR IN STRATEGIC PLANNING FOR DOMESTIC TOURISM DEVELOPMENT IN THE TYUMEN REGION

Introduction: development of regional programs of tourism development does not take into account the recreational needs of the population determining the nature and scope of the demand for services of tourist and recreational sector. Analysis of the structure of the recreational needs of the population will allow to assess the compliance of the existing supply with the present and emerging demand for tourist and recreational services, to identify weaknesses and potential growth areas for businesses in the tourism industry, to select types of tourism promising for the region.

Materials and Methods: the materials of the Federal Service of State Statistics, legal acts and methodological recommendations of the sectoral departments such as the Ministry of Health of the Russian Federation, Federal Agency for Tourism, etc. became the information base of the research. The conducted study was based on socio-geographical concept of development of the recreational needs of the population. Methods of analysis of statistical materials, of expert opinions, the comparative geographical as well as quantitative research methods were employed.

Results: the structure and scope of the recreational needs of the population of the Tyumen Region in the context of age categories was identified; the correspondence between the existing demand and supply of the services of the enterprises in the tourist sector was assessed; the needs of the population in recreation in summer houses and garden-plots were considered; recommendations on the formation of the regional development strategy of domestic tourism were given.

Discussion and Conclusions: it is necessary to expand the network of health resorts as a consequence of the extreme degree of dissatisfaction of the demand of the local population for the services of the resort sector. The supply of tourism enterprises in the region exceeds the demand which is a good resource for development of the incoming active tourism. It is advisable to beautify common areas adjacent to the summer houses and gardeners’ partnerships which will help to ensure a balanced socio-economic and environmental development of the territory.
