Distinctive features in the ideology of the project «Europe of Regions» and a real status of regions in modern Europe are determined. Different elements of «European regionalism» appeared in practice of some European states are considered.  It is proved that «European regionalism» as integral model is capable of overcoming the influence upon the process of general European integration of separatism and nationalism.

Interconnection between an evolution of federative relations and informatisation in modern Russia is represented in the article. The essence of the principle of federalism is brought to light; difficulties in its application in the current situation are shown.
