Introduction: due to erroneous interpretation of the right of ownership of the property and disposal of it, common shared property in apartment buildings has become quite contentious throughout Russian Federation. The lack of a unified approach is further inflaming the situation and unjustified alienation of property leads to premature wear of the property and other negative consequences. The experience of solving this problem through a dialogue between municipal authorities and civil activists has been gained in the city of Kostroma.

Materials and Methods: the materials used were the Federal laws and codes of the Russian Federation, scientific and Internet sources on the subject in question. Various methods of scientific research were used: observation, expert interviews, analysis of the obtained empirical materials, comparison and generalization.

Results: the best way to solve the problem is through dialogue between representatives of the municipality and those of civil society. Three models of dialogue are presented, solution of communal property problems without homeowners taking legal action being recognized as the most productive one.

Discussion and Conclusions: addressing the issue of common shared property in apartment buildings depends on the nature and characteristics of the dialogue between the civil society, state and municipal authorities. In the city of Kostroma, the institutional basis for productive dialogue between municipal authorities and the local civil society defending and promoting the interests of people living in apartment buildings who are interested in restitution of common property is the Commission on identification of objects of municipal property of Kostroma meeting the criteria of common property of owners of premises in apartment buildings.
