System characteristics of regions which determine the necessity for their complex development on the basis of combination of government and self-government, current (tactic) and perspective (strategic) administration which correspond to the government organisation in the country, regions and territories are distinguished.

Yu. V. Khramov. Transport Aspect in Development of Centre Influence Zone of Social and Economic Activity of a Region.

A model of special formation of centre influence zone of social and economic activity with the account of transport infrastructure specificity and availability of the nearest transitional centres is considered in the article. The model is created on the basis of the analysis of static properties of transport networks and considers influence on the form and the dimensions of the centre of social and economic activity of the nearest transitional centres. Magnitude of two parameters which determine the form and the dimensions of the influence zone is presented.

On the basis of the research of Russian and regional press gender stereotypes characteristic of the present-day society which originate from the man’s dominance, passivity and dependence of the woman are analysed in the article. Aggravating sex inequality, patriarchal gender stereotypes promote the genesis and frequency of matrimonial violence upon the woman as well as the negation of power application of the woman toward the man.

The characteristic for inter-section partnership as constructive interrelation between power institutions, business and non-commercial groups in the course of socially important problems solution is presented in the article. The analysis of the present stage of inter-sector partnership in the Republic of Mordovia is carried out. The results of sociological research «Interrelations of state power, business and non-commercial organisations in the region» are presented. It is offered to establish the system of inter-sector interrelations which will allow creating and implementing interactive and addressed social policy in the region.

On the basis of the results of sociological research the phenomenon of social out-siding among young people of the Belgorod Region is described. Social out-siding is treated in two aspects: social and economic which is connected with unfavourable living conditions of young people, on the one hand, and in dispositional, on the other. The latest has latent character and is not always recognised by young people. Its signs among youth are as follows: incapability to adequately estimate own chances, overestimation of personal capabilities and disregard of institutes and norms, domination of different simulacrum.
